California duplicate title (REG 227)

In California, the California Department of Motor Vehicles uses REG 227 – Application for Duplicate or Transfer of Title when a California Certificate of Title is lost, stolen, mutilated, or never received.

Dealer workflow – REG 227

  1. Confirm the vehicle is last titled in California and obtain the current DMV record.
  2. Have the legal owner (lienholder) or registered owner complete REG 227, checking the correct reason for duplicate.
  3. Verify signatures match the DMV record; business entities must sign in the legal business name with an authorized signer.
  4. Submit REG 227 with the current duplicate title fee through DMV, a registration service, or business partner automation provider.
  5. Hold the unit out of retail until you have a negotiable title or properly executed duplicate in hand.

The Vehicle Industry Registration Procedures Manual also includes detailed instructions for REG 227 and when a CHP inspection is required for recent replacements.
